The decision to introduce mandatory retirement for police personnel aged above 50 in Uttar Pradesh has been accompanied by a series of directives and procedures to be adhered to by various authorities within the state's police department. The Additional Director General of Establishment, Sanjay Singhal, has issued clear directives to a range of key entities, including Inspector General (IG) Ranges, Additional Director General (ADG) Zones, the seven Police Commissioners, and all police departments, outlining the steps to be taken in response to this significant reform.
These directives set forth a specific timeline for the implementation of the policy. By November 30, an extensive review will be conducted to assess the professional track records of the eligible officers. This review will be critical in determining which officers qualify for compulsory retirement under this new policy. The assessment will consider various criteria, including their overall efficiency, character, competencies, performance evaluations, and their conduct toward the public, which is documented in their Annual Confidential Report (ACR).
Following this comprehensive evaluation, the list of officers identified for mandatory retirement will be compiled. This list will be forwarded to the headquarters of the Director General of Police (DGP), marking the final stage of the process. These procedural measures underscore the state government's commitment to promoting a high standard of professionalism, ethics, and effectiveness within the police force while ensuring that officers continue to serve with dedication and efficiency.
This initiative reflects a broader strategy to enhance the capabilities of the police department, bolster public safety, and maintain a high level of professionalism and accountability within law enforcement agencies. The introduction of mandatory retirement for senior police personnel is a vital component of Uttar Pradesh's efforts to achieve these objectives and cultivate a dynamic and responsible police force. Strict adherence to the established directives will play a crucial role in the successful implementation of this policy.
The Provincial Armed Constabulary (PAC) has received instructions to provide a list of officers who meet certain criteria by November 20th. Reports indicate that officers with a history of corruption and misconduct will be compelled to retire as a disciplinary action. Furthermore, the government has made the decision to terminate officers and personnel who were previously denied entry into the police force.
The ADG Establishment has requested the track records of these officers to aid decision-making. This action follows a trend set by the Yogi government in recent years, where hundreds of police officers retired early to improve the efficiency of the UP Police.
CM Yogi emphasized the need to replace officers or employees who lack decision-making abilities. Conversely, capable and promising officers will receive increased responsibilities to enhance the operational approach of the UP Police.
