Vikash Yadav, who is being sought by the FBI for his alleged role in the conspiracy to kill Khalistani terrorist and US citizen Gurpatwant Singh Pannun, was arrested last year by the Delhi Police Anti-Terror Wing Special Cell for extortion. He was in Tihar Jail for a few months and now he is currently out on bail.
As an undercover agent, Yadav met the complainant, Raj Kumar Walia, according to the findings of the extortion case investigation. He was pretending to be a government employee of the National Investigation Agency (NIA), According to the FIR after meeting Walia outside the NIA headquarters, Yadav abducted him and demanded money.
Yadav's position as a "wanted" individual was disclosed to police officials via news reports. According to sources, last year during a party, Yadav and Walia met through a mutual friend. The FIR claims that Yadav met Walia, who owns a café and bar in Moti Nagar, West Delhi, and resides in Rohini. Yadav and his partner, Abdullah, informed Walia that he was in grave danger and requested that they meet on December 11 of last year in the vicinity of the NIA office in Delhi.
“The complainant, along with his friend Abhijit, went to meet Vikash Yadav, who was present with the accused Abdullah. Thereafter, the accused Abdullah pushed him into the car. The accused persons tortured and manhandled the complainant and demanded money in the name of gangster Lawrence Bishnoi,” quoted a court order in the FIR states.
“The accused persons beat him, administered injections, and hit him on the back of his neck. They also took a bank chequebook from the complainant’s café and obtained his signature on blank cheques, later dropping him near his car while threatening him to remain silent,” it added.
The FIR stated that upon his return, Walia found that the accused had also erased all CCTV footage and taken away Rs 50,000 that had been stored in his café. Yadav had told the police that he got married in 2015 and that his father, who worked with the Border Security Force (BSF), had died in 2007.
According to the US indictment, Yadav also uses the identities "Vikas" and "Amanat." Yadav resides and is a citizen of India. At the time of this indictment, he worked for the Government of India's Cabinet Secretariat, which is home to the Research and Analysis Wing (RAW), the country's foreign intelligence agency. Yadav named his employer's address as the CGO Complex in New Delhi, where RAW is located, and defined his role as a "senior field officer" with duties in "security management" and "intelligence."
Additionally, it claims that Yadav was a member of the Central Reserve Police Force, the biggest paramilitary organisation in India. “He described his position there as an ‘assistant commandant’ with command over a 135-member company. Yadav reported receiving counter intelligence, battle craft, weapons, and paratrooper training,” the US indictment remarked.
