Uttar Pradesh's ordinance against paper leaks: Penalties include life imprisonment and Rs 1 Crore fine

The Uttar Pradesh government, led by Chief Minister Yogi Adityanath, has approved a stringent new law aimed at tackling the issue of examination paper leaks in the state. The state cabinet, in a meeting held on Tuesday, endorsed the Uttar Pradesh Public Examination Ordinance 2024.
This ordinance seeks to impose severe penalties on individuals found guilty of leaking examination papers. Under the provisions of this new legislation, offenders could face imprisonment ranging from a minimum of two years to life. In addition to imprisonment, they may also be subjected to a substantial fine of up to Rs 1 crore.
During the cabinet meeting, approval was granted to 44 proposals, including the introduction of the Uttar Pradesh Public Examination Ordinance 2024. This decision aligns with a pledge made by the Chief Minister during the Lok Sabha elections to enact stringent laws against counterfeiting syndicates.
The state has experienced numerous instances of irregularities in recruitment examinations, particularly concerning leaks of papers for exams such as Constable Recruitment and Review Officer/Assistant Review Officer (RO/ARO) recruitment.
These incidents have not only cast doubt on the integrity of the entire system but also invalidated the efforts of millions of candidates. The institutions responsible for conducting these examinations have also faced scrutiny as a consequence. Chief Minister Yogi Adityanath has demonstrated a strong commitment to addressing paper leaks by directing the development of new measures and laws aimed at ensuring secure examinations.
A significant recruitment effort saw over 4.8 million candidates participate in exams to fill 60,244 posts in the Reserve Civil Police. However, the written examination conducted on February 18 and 19 was compromised, prompting its cancellation on February 24, just ahead of the Lok Sabha elections.
Subsequently, both sessions of the RO/ARO preliminary examinations had to be cancelled due to similar issues. The Uttar Pradesh Public Service Commission had scheduled the RO/ARO (Preliminary) Examination for February 11, 2024, but it too was affected by paper leaks.
