The recent 312-page report from the Commission of the National Defense Strategy, submitted to the Senate Armed Services Committee, delivers a stark warning about the United States' current military readiness. According to the report, the US is inadequately prepared for potential conflicts with major global adversaries like Russia and China. It highlights that without significant and immediate investments in the defence sector, the US risks losing future conflicts against these rivals.
The report stresses the urgency of making major changes and substantial investments now, rather than waiting for a catastrophic event similar to Pearl Harbour or 9/11 to spur action. The Pearl Harbour attack on December 7, 1941, by the Imperial Japanese Navy was a pivotal moment that drew the US into World War II and led to a declaration of war against Japan. The Commission's report echoes the sentiment that proactive measures are necessary to prevent such a critical situation from arising again.
The Commission of the National Defense Strategy's report underscores China as the primary adversary in the current geopolitical landscape, highlighting that Beijing is rapidly surpassing Washington in both military capability and economic strength. The report asserts that the US is no longer the undisputed global superpower.
According to the report, China is investing approximately $711 billion annually in its defence sector. This substantial expenditure reflects China's strategic focus on strengthening its military and technological advancements. Additionally, the Xi Jinping-led government has announced a planned increase of 7.2% in its defence budget, further emphasising its commitment to expanding its military capabilities. The report warns that these developments necessitate a significant and immediate response from the US to maintain its strategic position and address emerging global challenges.
The Commission of the National Defense Strategy’s report highlights several critical concerns regarding the US military’s readiness and strategic posture in the face of growing global challenges. It points out that the People's Liberation Army (PLA) has the largest army and naval force globally, and the rapid modernisation of China's military capabilities has been a source of significant concern, particularly in the Western Pacific region.
The report specifically criticises the US military for lacking the necessary capabilities and capacity to confidently deter or prevail in combat against major adversaries. It emphasises that addressing the combined challenges posed by autocratic powers like Russia, Iran, and North Korea would be increasingly difficult, especially given their growing alliance and potential for mutual support.
The commission warns that if the US were to enter a direct conflict with any of these adversaries, it should anticipate that these nations could receive economic and military aid from one another. This interconnection among adversarial states could further complicate US military strategies and highlight the need for enhanced defence investments and strategic planning.
