The House of Representatives has approved a bill with bipartisan support, titled the 'Promoting a Resolution to the Tibet-China Dispute Act,' commonly referred to as the Resolve Tibet Act.
This legislation is designed to address the ongoing Tibet-China dispute by advocating for dialogue between Tibetan leaders and Chinese authorities. The bill urges China to engage in negotiations with representatives either appointed by the Dalai Lama or democratically elected by the Tibetan people.
The bill rejects China's assertion that Tibet has always been an integral part of China and authorizes the State Department to combat China's dissemination of misinformation regarding Tibetan history, culture, and institutions.
Senators Jeff Merkley and Todd Young introduced a similar piece of legislation. Congressman Jim McGovern, one of the bill's sponsors, emphasized that supporting this legislation is tantamount to affirming the rights of the Tibetan people.
McGovern underscored the importance of resolving the dispute peacefully through dialogue, without imposing any preconditions. He stressed the dwindling window of opportunity for such dialogue.
Additionally, the bill advocates for direct engagement between the Chinese Communist Party and democratically elected Tibetan leaders, emphasizing the necessity for a peaceful resolution that includes the voices of the Tibetan people.
Congressman Kathy Manning pointed out that Beijing has declined to engage in dialogue with the Dalai Lama and his representatives since 2010, failing to meet its international obligations. She also criticized China's disinformation campaign aimed at distorting Tibet's history.
Congressman Chris Smith expressed concerns about threats to Tibetans both within Tibet and in the Tibetan diaspora in countries like the United States, India, and Nepal, highlighting CCP's surveillance and harassment. He accused the CCP of perpetrating crimes against humanity in Tibet.
Representative Namgyal Choedup stated that the passage of H.R.533 by the US House would bolster the determination and resilience of the Tibetan people, despite decades of oppression by the CCP.
Choedup emphasized that it sends a clear message to the Xi Jinping regime that genuine social harmony and stability can only be achieved through sincere negotiations to resolve the Tibet-China dispute.
The Central Tibetan Administration in North America thanked bipartisan support in the US Congress. Representative Namgyal Choedup stated that the bill's passage would strengthen the resolve of the Tibetan people. Choedup urged the Chinese regime under Xi Jinping to engage in sincere negotiations to resolve the Tibet-China dispute.
Choedup Stated, "Clearly that is not the case, the Chinese government should take the hint and restart the dialogue process with Tibetan leaders. We thank Congressman McGovern and Chairman McCaul and all the representatives who helped pass the Resolve Tibet Act, and we look forward to working with Sens. Merkley and Young, as well as our supporters across the country, to make this bill the law of the land."
