UP mulls biometric database, high-tech profiling to track illegal immigrants

The Uttar Pradesh government plans to create a biometric database and use high-tech profiling systems to identify illegal immigrants and prevent them from re-entering the state after deportation. Senior officials discussed the proposal as part of an ongoing verification drive launched across districts.
According to a senior state government official, the proposal is currently at the planning and evaluation stage, and the government is examining how a centralised biometric record could support law-enforcement agencies. The official said the system would use fingerprints, facial recognition and document-scanning technologies to verify identities and track how long individuals had stayed in the state.
The official said, “As part of the larger verification drive, the idea is to prepare a comprehensive profile of those found to be living illegally. This will include biometrics and verification of all documents. However, the modalities are still being finalised.”
Authorities said the proposal included creating a ‘negative list’ of confirmed illegal immigrants, which would be shared with other states and central agencies. Officials explained that such a list would help ensure that deported individuals cannot return using forged or altered identity documents.
The government also examined the use of high-tech scanning of Aadhaar-linked and other identity cards to detect fake documents. The official said the focus was on dismantling networks involved in producing forged identity papers, adding, “The emphasis is not only on identifying illegal immigrants but also on fixing accountability and taking strict action against those who help them obtain forged documents.”
Officials said that any decision regarding implementation, infrastructure or timelines would be taken only after coordination with district administrations and relevant central authorities. The senior official clarified that, “The planning is focused on strengthening systems; implementation will move ahead only after all legal and administrative aspects are addressed.”
The discussions followed recent instructions from Chief Minister Yogi Adityanath, who directed district authorities to intensify identification and deportation efforts for illegal immigrants, including those suspected of entering from neighbouring countries.
