UP medical, dental colleges to setup special cells to stop illegal conversions

Medical and dental colleges across Uttar Pradesh will soon establish special monitoring cells following directions issued by Governor and Chancellor Anandiben Patel. The move comes after concerns were raised over alleged religious conversion cases linked to King George's Medical University (KGMU) and Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS) in Lucknow.
The new framework is being introduced as a preventive measure and is aimed at increasing awareness and oversight within educational institutions. Authorities have stated that the initiative is intended to strengthen vigilance on campuses and ensure compliance with existing laws.
Acting on the Governor's directions, Atal Bihari Vajpayee Medical University has issued instructions to all affiliated medical and dental colleges in the state. Institutions have been asked to set up dedicated monitoring cells and submit details regarding their formation as soon as possible.
The initiative has been launched based on a communication from Dr Sudhir M Bobde, Special Officer on Duty to the Chancellor, and directions issued by Vice-Chancellor Dr Amit Devgan. The university has directed colleges to complete the process of constituting these cells and share the required information with the authorities.
According to officials, these cells will function as monitoring bodies within campuses. Their role will be to keep watch for any suspicious activities that may be brought to their attention by students, resident doctors, faculty members or other staff. The cells are expected to act as an institutional mechanism to address concerns and ensure that reported matters are reviewed through proper channels.
The responsibilities of these monitoring bodies will go beyond surveillance. Colleges have also been instructed to organise awareness programmes to educate students and staff about legal provisions, their rights and their responsibilities. Officials believe that greater awareness will help members of the academic community understand relevant laws and institutional procedures more effectively.
The newly formed cells will also serve as a point of contact for complaints and concerns. Any grievance submitted to the cells will be examined, and action will be taken in accordance with applicable rules and regulations. Authorities say this approach intends to create a structured system for handling such matters within educational institutions.
The development is part of a wider effort by the Uttar Pradesh government to monitor alleged unlawful religious conversion activities in educational institutions. In recent months, the state has taken steps towards introducing anti-radicalisation and monitoring mechanisms in universities and other higher education institutions following concerns related to conversion allegations.
Officials maintain that the latest initiative is intended to strengthen vigilance and ensure that campuses remain safe and compliant with existing laws. The focus, they say, is on prevention, awareness and institutional oversight rather than reactive action.
With formal instructions now reaching affiliated colleges, the process of setting up the special monitoring cells has already begun. Medical and dental institutions across the state are expected to implement the directive in the coming weeks. Alongside establishing the cells, colleges will also be required to conduct awareness activities and create systems for receiving and examining complaints.
The effectiveness of the new framework is expected to be reviewed over time as institutions begin implementing the Governor's directive. Authorities will likely assess how the monitoring cells function and whether they succeed in improving vigilance, awareness and compliance within campuses across Uttar Pradesh.
