UP economy doubles in 8 years, investment proposals cross ₹50 lakh crore: UP Economic Survey

Uttar Pradesh is moving rapidly on the path of growth, with the size of its economy more than doubling in the last eight years, according to the state’s first economic survey report. The report, presented in the Uttar Pradesh Assembly on the first day of the budget session, stated that the state’s economy has expanded from ₹13.30 lakh crore in 2016-17 to over ₹30.25 lakh crore in 2024-25. It is further projected to reach ₹36 lakh crore in 2025-26.
The survey also highlighted that Uttar Pradesh, which earlier struggled to attract investors, has now received industrial investment proposals worth more than ₹50 lakh crore. The report described the state’s economic progress as significant, stating that Uttar Pradesh has transitioned into one of the largest economies in the country.
According to the survey, investor confidence has improved due to transparent policies, timely incentives, and the guarantee of “Triple S” Safety, Stability, and Speed.
The report also mentioned that Uttar Pradesh’s contribution to the national economy has increased from 8.6% in 2016-17 to 9.1% in 2024-25. It further noted that the state budget size has expanded sharply during the nine years of the Yogi Adityanath government. The budget size rose by ₹4.86 lakh crore, increasing from ₹3.47 lakh crore in 2016-17 to ₹8.33 lakh crore in 2025-26. In comparison, the budget increase during the earlier period between 2008-09 and 2016-17 was ₹2.34 lakh crore.
A major highlight of the survey was that the state has reversed the declining trend in per capita income relative to the national average for the first time in 50 years. Shortly before the release of the report, Chief Minister Yogi Adityanath said that it was the first time a state was releasing an economic survey report.
Presenting the survey, Finance Minister Suresh Khanna said, “The per capita income in UP has doubled since 2016-17. In 2016-17, UP’s per capita income was ₹54,564 and in eight years till 2024-25, it became ₹1,09,844.”
He further said, “Uttar Pradesh’s economy is one of the largest in the country and has more than doubled in 8 years. Its size has more than doubled from ₹13.30 lakh crore in 2016-17 to surpassing ₹30.25 lakh crore in 2024-25 and is projected to reach ₹36 lakh crore in the financial year 2025-26.”
Khanna also said, “It is after 50 years that Uttar Pradesh has reversed the declining trend in per capita income, marking a historic change. When the country attained freedom the per capita income of people in UP was at par with the national per capita income. Over the years, the development index slipped, and per capita income in 2014-15 came to 50.2% of the national figure. In 2024-25, a reverse trend was made possible and now it is at 53.5% of the national average.”
The survey report stated that in 2024-25 estimates, agriculture and allied sectors contribute 25.8% to the state’s Gross State Domestic Product (GSDP), the industrial sector contributes 27.2%, and the service sector contributes 47%.
It also pointed out that the state’s capital outlay has more than doubled from ₹69.79 thousand crore in 2016-17 to ₹147.72 thousand crore in 2024-25, reflecting development-oriented financial planning.
Khanna also said in the Assembly, “In UP, the price of diesel, used for agriculture purposes also, is lower than almost all states, barring a few in the Northeast.”
On financial stability, the report noted that the public debt-to-GDP ratio decreased from 29.3% in 2016-17 to 28% in 2024-25. The survey added that this is much lower than the national level of 81.3% and the world average of 92.8%, indicating fiscal discipline.
The number of registered factories has also increased significantly from 14,169 in 2016-17 to 30,695 by November of 2025-26.
Exports from Uttar Pradesh rose from ₹0.84 lakh crore in 2016-17 to ₹1.86 lakh crore in 2024-25. By November 2025-26, exports worth ₹1.31 lakh crore had already been achieved. The report described this as evidence of policy-driven growth and the state’s increasing presence in global markets.
The survey was described as a living document reflecting the state’s progress, aspirations, and future potential.
Speaking about future plans, Khanna said, “Developed India, Developed Uttar Pradesh @ 2047 is a long-term objective of economic self-reliance, social inclusion, and administrative transparency.”
He added, “To achieve this goal, special attention will be given to investment, employment, and sustainable development; additionally, priority will be given to the digital economy, green energy, and environmental balance.”
Khanna further said, “The economy of Uttar Pradesh stands on a strong foundation. Balanced growth in agriculture, industry, and the service sector has taken the state to new heights.”
He also stated, “Social schemes have provided relief to the common people, and infrastructure projects have determined the direction of the future.”
After the report was tabled, Opposition members demanded a debate on it. Congress legislative party leader Aradhna Mishra and SP lawmakers said that since the government had not provided information about the report earlier, it should be debated in the House.
