Ukraine adds Alibaba as international sponsor of war

According to information available on the website of Ukraine's National Agency on Corruption Prevention (NACP), the Chinese conglomerate Alibaba Group Holding Limited has been designated as an "international war sponsor" by the agency. This classification comes in light of Alibaba Group Holding Limited's ownership of AliExpress, the largest online commerce platform.
As per information disclosed on the website of Ukraine's National Agency on Corruption Prevention (NACP), the agency has designated the Chinese conglomerate Alibaba Group Holding Limited as an "international war sponsor." This decision stems from Alibaba Group Holding Limited's continued operations in Russia, specifically its provision of a platform for goods produced by the Debaltsevo Metallurgical Machine Building Plant in the People's Republic of Donetsk (DPR).
The NACP also highlighted that Alibaba's Russian subsidiary, Alibaba.com (ru), oversees the management of the AliExpress platform. Additionally, the agency asserted that Alibaba allegedly engages in the censorship of various Ukrainian content on its platforms.
This move follows NACP's previous action in July, where they added the UAE-based global port operator DP World to the same list. This list encompasses entities such as the Austrian banking group Raiffeisen Bank, Procter & Gamble, OpenWay Group, TMS Tankers, Minerva Marine, Thenamaris Ships Management, Delta Tankers, Dynacom Tankers Management, Leroy Merlin, ComNav Technology, eKassir, Liberian International Ship & Corporate Registry, Auchan, Hungarian OTP Bank, and others.
Back in February, Ukrainian President Vladimir Zelensky directed the government to explore options for labeling goods of foreign companies that continue to operate in both the Russian and Ukrainian markets, in response to a petition. The petitioner suggested that foreign companies, despite their operations in Russia, often maintain leadership positions in their respective sectors within Ukraine. The proposal was to mandate a special label on imported goods to Ukraine from such companies.
The NAPC website's information underscores that the primary aim of the sanctions lists is to inform Ukraine's partner nations' governments and citizens about the imposed sanctions, urging them to expand these lists against entities supporting Russia. The agency emphasizes the significance of synchronizing sanctions lists quickly to curtail the potential for evading sanctions.
