Timor Leste to join ASEAN as 11th member at 47th ASEAN Summit in Malaysia

Malaysia, as the current Chair of ASEAN, will host the 47th ASEAN Summit along with related meetings at the Kuala Lumpur Convention Centre from 26 to 28 October 2025, under the theme "Inclusivity and Sustainability," the Ministry of Foreign Affairs said in an official statement on Saturday.
The Opening Ceremony is scheduled for 26 October and will bring together all ASEAN Leaders, including the President and Prime Minister of Timor-Leste, Guests of the ASEAN Chair, and other invited dignitaries.
During the ceremony, the Signing of the Declaration on the Admission of Timor-Leste into ASEAN will take place, officially welcoming the country as the 11th ASEAN Member State, the statement said.
The Ministry noted that the Summits will include the ASEAN Summit, the ASEAN Plus One Summits with seven Dialogue Partners—Australia, China, India, Japan, Republic of Korea, Russia, and the United States of America—along with the ASEAN Plus Three Summit, the East Asia Summit, the ASEAN-United Nations Summit, and the ASEAN-New Zealand Commemorative Summit marking 50 years of dialogue relations.
Malaysia will also host the 5th Regional Comprehensive Economic Partnership Summit and the 3rd Asia Zero Emission Community meeting, it added.
During the Plenary Session, ASEAN Leaders will focus on strengthening ASEAN Community-building and enhancing external relations. Discussions will cover ways to deepen regional integration, stimulate economic growth, and improve ASEAN connectivity. Leaders will also explore strategies to reinforce ASEAN unity and Centrality, while upholding a rules-based multilateral order amid a changing global and strategic landscape.
The Ministry said Canada and the European Union will share their perspectives on deepening dialogue relations with ASEAN. The International Monetary Fund will also brief the leaders on the latest global macroeconomic trends, the implications for ASEAN, and ways to enhance IMF-ASEAN collaboration.
During the Retreat Session, leaders will review progress on the Five-Point Consensus on Myanmar and discuss steps to address the ongoing political and humanitarian crisis in the country. They will also exchange views on regional and international issues of shared concern.
At the ASEAN Plus One Summits, leaders will assess the progress of dialogue relations and their future direction while discussing global and regional matters. Key topics will include trade and investment, supply chain resilience, digitalisation, renewable energy, green growth, and other issues of common interest.
The Ministry highlighted that 2025 marks the 50th anniversary of ASEAN-New Zealand dialogue relations. During the ASEAN-New Zealand Commemorative Summit, leaders are expected to announce the establishment of the ASEAN-New Zealand Comprehensive Strategic Partnership.
The 28th ASEAN Plus Three Summit on 27 October 2025 will bring together leaders from ASEAN, China, Japan, and the Republic of Korea to review progress under the ASEAN Plus Three framework and plan for its future. Discussions will focus on the digital economy, maritime cooperation, energy, connectivity, health, and education, while also exchanging views on regional and international matters of mutual concern.
The Summit will include briefings by Guests of the Chair, such as the ASEAN+3 Macroeconomic Research Office and the East Asia Business Council, on the region’s macroeconomic and financial outlook as well as regional economic growth, the statement added.
