On March 18, 2025, Qatar hosted a crucial trilateral meeting in Doha to help ease tensions in the Eastern Democratic Republic of Congo (DRC). The talks brought together Qatar’s Emir, Sheikh Tamim bin Hamad Al Thani, Rwandan President Paul Kagame and DRC President Félix Tshisekedi Tshilombo.
The leaders acknowledged the progress made in ongoing peace efforts, mainly through the Luanda and Nairobi processes, as well as the joint summit held by the East African Community (EAC) and the Southern African Development Community (SADC) in Dar es Salaam on February 8, 2025. The outcomes of these summits played a key role in shaping the discussions in Doha. During the meeting, the three leaders reaffirmed their commitment to an immediate and unconditional ceasefire, a significant step that was initially agreed upon in February. This pledge is vital to restoring stability in a region plagued by conflict and unrest.
In a statement highlighting the cooperative spirit of the meeting, President Kagame expressed his appreciation for Qatar, stating, "We thank the State of Qatar and Sheikh Tamim for convening this meeting and for their positive role in building confidence and achieving a secure and stable future for the Democratic Republic of the Congo and its territory." President Tshisekedi shared a similar view, stressing the importance of ongoing dialogues to establish a strong foundation for lasting peace.
Qatar has been a crucial player in mediating the rising tensions between Rwanda and the Democratic Republic of the Congo (DRC), particularly after recent attacks by the M23 rebel group, which is believed to have Rwandan support. The situation has highlighted the need for international allies to work together to maintain regional security. As part of ongoing discussions, the involved parties agreed to continue the dialogues initiated in Doha, aligning with the broader vision of peace outlined in the Luanda and Nairobi processes. Their collaboration aims to pave the way for reconciliation and lasting peace in the region.
Qatar’s participation in this trilateral meeting is part of its more comprehensive diplomatic efforts, as it currently mediates in ten international conflicts. This reflects its strong commitment to promoting stability in conflict-prone areas. The Qatari Ministry of Foreign Affairs has emphasised the importance of engaging in peace negotiations to reshape political dynamics in volatile regions.
The recent summit highlights a growing recognition among African leaders of working together to resolve conflicts. A key focus of the discussions was the need for unconditional ceasefire agreements, creating space for meaningful dialogue, an essential step toward addressing the deeper issues affecting the Democratic Republic of the Congo (DRC) and its neighbouring countries. The meeting’s outcome offers hope for the DRC and exemplifies how proactive diplomacy can help ease long-standing conflicts across Africa. Qatar’s role in the peace process stands out as a model for other nations looking to engage in mediation efforts to promote regional stability.
Overall, the trilateral talks hosted by Qatar have paved the way for progress in East Africa, bringing together leaders from Rwanda and the DRC in a diplomatic effort. As these nations work towards lasting peace and stability, Qatar’s continued involvement in mediation may play a vital role in managing the complexities of regional politics.
