PM Modi inaugurates ‘Seva Teerth’, unveils Kartavya Bhavan-1 & 2

On Friday, Prime Minister Narendra Modi officially inaugurated ‘Seva Teerth’, the new building complex that will serve as the Prime Minister’s Office (PMO) and house key government secretariats, in New Delhi. At around 1:30 pm, he unveiled the name of the building complex and later formally opened Kartavya Bhavan-1 and Kartavya Bhavan-2, which will host several major ministries.
The new Seva Teerth complex brings together the Prime Minister’s Office, the National Security Council Secretariat, and the Cabinet Secretariat — offices that were earlier spread across different locations in the city. According to an official statement, the inauguration marks a “transformative milestone in India’s administrative governance architecture” and reflects the Prime Minister’s focus on creating a modern, efficient, accessible and citizen-centric governance ecosystem.”
In the afternoon event, the Prime Minister also inaugurated Kartavya Bhavan-1 & 2, large office buildings where several important ministries will now operate under one roof. These include the Ministry of Finance, Ministry of Defence, Ministry of Health & Family Welfare, Ministry of Education, and other key departments.
The official statement issued by the Prime Minister’s Office said, “The inauguration marks a transformative milestone in India’s administrative governance architecture and reflects the Prime Minister’s commitment to building a modern, efficient, accessible and citizen-centric governance ecosystem.”
For decades, core government offices and ministries worked from ageing infrastructure scattered across the Central Vista area, leading to operational inefficiencies, coordination problems, and escalating maintenance costs. The new buildings are designed to help solve these challenges by consolidating key administrative functions into modern and future-ready facilities.
Both the Seva Teerth and Kartavya Bhavan complexes feature digitally integrated office spaces, structured public interface zones, and centralised reception areas. They have been constructed in line with 4-Star GRIHA environmental standards, with systems for renewable energy use, water conservation, and waste management included to reduce environmental impact and improve operational efficiency.
In addition, the buildings include comprehensive security infrastructure, such as smart access control systems, surveillance networks, and emergency response support, to ensure safety and accessibility for officials and visitors.
According to the statement, consolidating ministries that had been operating from multiple scattered and ageing sites will foster better collaboration, streamlined workflows, and smoother governance. It will also provide a more comfortable working environment for government employees and enhance the overall citizen experience.
Prime Minister Modi is expected to address a public programme at Seva Teerth later in the evening after the formal inauguration of the buildings.
This shift completes a long-planned part of the Central Vista redevelopment project, which aims to modernise India’s administrative infrastructure and replace older structures with contemporary, integrated facilities for the country’s executive leadership.
