NSG Chief calls for national-level framework for responding to extreme terrorist scenarios

Director General of the National Security Guard (NSG), MA Ganapathy addressed the imperative need for anti-terrorism professionals to meticulously analyze the unprecedented scale and proportions of the recent terror attacks in Israel. He highlighted that the recent terror attacks in Israel had unfolded with a degree of sophistication that surpassed earlier expectations, even in the presence of highly advanced technological infrastructure. These insights were conveyed in his address during the NSG raising day seminar, where state Special Forces congregated. The seminar took place at the DRDO Bhawan in Delhi.
During the two-day seminar that centers its attention on 'Sub-conventional threats: challenges and prospects for definite and enduring solutions,' the event is set to draw to a close. In the course of the seminar, Director General Ganapathy imparted two vital lessons to the attendees encompassing anti-terrorism professionals.
Director General Ganapathy stressed the paramount significance of acknowledging that the crux of success in counterterrorism endeavours lies in the synergy between the human component and the weaponry employed. This insight underscores the indispensable role played by the conjunction of these two factors in achieving effective counterterrorism outcomes.
"We need to have a framework of crisis management response at the national level for extreme terrorist scenarios. And two, that the reliance on technology while very imperative has to be complemented by highly skilled personnel who are at the pinnacle of the craft. We all need to constantly invest in skill upgradation of our personnel who are the ultimate redeemers in a terror response mechanism," he said.
"We should always remember this lesson that ultimately it's the man and the weapon, which makes the final difference," he added.
Additionally, he articulated the perpetual challenge faced by intelligence agencies in maintaining a preemptive stance regarding the evolving intentions and activities of terrorist groups. These groups, driven by both external and internal support networks, exploit technology and employ opaque funding methods to continually adapt and transform.
Director General Ganapathy emphasized the necessity for stakeholders to collaboratively address these challenges in a coordinated and synergized manner. The ultimate goal of the seminar is to foster a profound comprehension of these issues by facilitating the exchange of ideas, experiences, and innovations essential for security forces to operate at the tactical level.
Moreover, he stressed that the close interaction between the heads of Special Forces from various states and union territories with the NSG will play a pivotal role in enhancing and refining operational protocols. This will not only promote synergy but also address gaps within the integrated counterterrorism framework. The collective efforts of these stakeholders are anticipated to yield significant progress in bolstering counterterrorism measures.
