NIA chargesheets Hafiz Saeed as mastermind in Pahalgam terror attack

The National Investigation Agency (NIA) has filed a supplementary chargesheet in the Pahalgam terror attack case and named Lashkar-e-Taiba (LeT) chief Hafiz Saeed as the main mastermind behind the attack. The agency submitted the chargesheet before the Special NIA Court in Jammu on Sunday. The attack took place on April 22, 2025, and claimed the lives of 26 civilians, including 25 tourists and a local guide.
The NIA has accused Hafiz Saeed in his personal capacity and also as the head and founder of the banned terrorist organisation Lashkar-e-Taiba and its proxy group, The Resistance Front (TRF). The agency stated that Saeed played a direct role in planning and guiding the terror attack.
According to the NIA, the investigation has revealed that the conspiracy was planned in Pakistan. The agency said Saeed directed the terrorists, planned the operation, and closely monitored its execution from across the border. The supplementary chargesheet includes these findings and adds fresh evidence to strengthen the case.
The agency has charged Hafiz Saeed under several strict provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act (UAPA), 1967. The charges include waging war against India and criminal conspiracy. The NIA has linked Saeed to the attack through scientific, forensic, and technical evidence collected during the investigation.
The supplementary chargesheet expands on the original 1,597-page chargesheet filed earlier in the case. It provides more details about Pakistan's role in the conspiracy and highlights Saeed's direct involvement in planning and supervising the attack. It also includes scientific, forensic, and technical evidence gathered from the attack site.
The Pahalgam terror attack took place on April 22, 2025, in the Baisaran Valley of Pahalgam. Terrorists opened fire on a group of tourists visiting the area. The attack killed 25 tourists and a local guide, making it one of the deadliest attacks on civilians in recent years.
After the attack, the Pahalgam Police registered an FIR and started the initial investigation. The Union Home Ministry later transferred the case to the National Investigation Agency for a detailed probe. Since then, the NIA has continued its investigation to identify everyone involved in planning and carrying out the attack.
Earlier, on December 15, 2025, the NIA filed its first chargesheet in the case. It named Pakistan-based handler Sajid Jatt as one of the key accused. The agency also named three terrorists who were killed during Operation Mahadev in July 2025. Along with them, the chargesheet included two arrested accused and the banned organisations Lashkar-e-Taiba and The Resistance Front. The agency accused them of planning and executing the Pahalgam terror attack.
The latest supplementary chargesheet builds on the earlier investigation and presents additional evidence collected over the past several months. It explains the alleged role of Pakistan-based handlers and strengthens the agency's claim that the attack followed a carefully planned conspiracy. The NIA has stated that the evidence establishes Hafiz Saeed's role as the central figure behind the operation.
The investigation is still underway. The NIA said it is working to uncover the complete terror network operating from Pakistan. The agency also aims to identify every link, handler, and supporter connected to the attack. Officials are continuing to gather evidence to expose the full conspiracy and ensure that all those involved face legal action.
The NIA has described the supplementary chargesheet as an important step in the investigation. The agency believes the fresh evidence will strengthen the prosecution's case against the accused. It continues to investigate the cross-border terror network and its role in planning and carrying out the deadly attack that claimed 26 innocent lives.
