NCW demands police action against Ahmad over 'lewd' remarks on Kirti Chakra Captain Anshuman Singh's widow's photo

The National Commission for Women (NCW) strongly criticised Ahmad K. from Delhi for his disrespectful remarks about the widow of Kirti Chakra Captain Anshuman Singh. The NCW has called for immediate and decisive action by the Delhi Police against Ahmad K.
The NCW highlighted a crude comment made by Ahmad K. regarding a photograph of Captain Anshuman Singh's widow. In response, the commission has written to the Delhi Police Commissioner, urging for Ahmad K.'s prompt arrest and requesting a comprehensive report within three days.
The National Commission for Women (NCW) has strongly condemned the actions of the individual, citing violations of Section 79 of the Bharatiya Nyaya Sanhita, 2023, and Section 67 of the Information Technology Act, 2000. NCW Chairperson Rekha Sharma has directed the Delhi Commissioner of Police to swiftly arrest the accused and provide a detailed report within three days.
In a letter addressed to the Delhi Police, the NCW invoked its authority under Section 10 of the National Commission for Women Act, 1990. This empowers the Commission to monitor and address issues concerning the infringement of women's rights, non-implementation of protective laws, and to advocate for gender equality and development.
"The National Commission for Women (NCW) has obtained a screenshot showing Ahmad K., a resident of Delhi, making an extremely lewd and derogatory comment on a photograph of the widow of Kirti Chakra Captain Anshuman Singh," stated the NCW in its letter to the Delhi Police.
"Based on this evidence, the Commission has prima facie determined that the reported offense falls under the following provisions of the Bharatiya Nyaya Sanhita, 2023, and the Information Technology Act, 2000, as outlined below for your reference. According to Section 79 of the Bharatiya Nyaya Sanhita, 2023, any word, gesture, or act intended to insult the modesty of a woman—where a person utters words, makes sounds or gestures, or displays any object with the intention that they be heard or seen by a woman, or intrudes upon her privacy—shall be punishable with imprisonment for a term up to three years, along with a fine," wrote the NCW in its communication to the Delhi Police.
"The National Commission for Women (NCW) has highlighted that as per Section 67 of the Information Technology Act, 2000, the punishment for publishing or transmitting obscene material in electronic form entails serious consequences. This includes publishing or transmitting any material that is lascivious, appeals to prurient interests, or has the potential to deprave and corrupt viewers or listeners. The penalties for such offenses include imprisonment for up to three years and a fine up to five lakh rupees for first-time offenders, and up to five years imprisonment and a fine up to ten lakh rupees for subsequent convictions," stated the NCW in its letter to the Delhi Police.
"The Commission strongly condemns the use of such vulgar language and comments directed at a woman. Given the gravity of the situation, we urge you to instruct the relevant police officials to invoke the aforementioned provisions in the FIR against the accused Ahmad K., along with any other applicable laws. It is imperative that the accused be apprehended promptly, and a thorough and expeditious investigation be conducted. A comprehensive action taken report on this matter must be provided to the Commission within three days," concluded the NCW in its communication to the Delhi Police.
