The Lok Sabha on Thursday passed the Immigration and Foreigners Bill, 2025, with Home Minister Amit Shah emphasising that while India welcomes individuals arriving for business, education and investment, those posing security threats will face strict action. The bill, which aims to modernise immigration policies, was passed by a voice vote despite opposition efforts to introduce amendments, all of which were rejected.

Strengthening Security and Boosting Economy

Defending the bill, Shah stated that it is crucial for reinforcing national security and fostering economic growth. He highlighted that the legislation would aid in advancing India’s manufacturing and trade sectors, gaining global recognition for the country’s education system, and enhancing the reputation of Indian universities on the international stage. Additionally, the bill is expected to encourage development in the healthcare and education sectors.

“This legislation is necessary to ensure that India has up-to-date information on every foreigner entering the country. Immigration is not an isolated subject; it is directly or indirectly linked to various aspects of national interest,” Shah explained during the parliamentary debate, which lasted over three hours.

Enhanced Monitoring of Foreign Visitors

The bill introduces a systematic approach to tracking and managing foreign visitors in India. Shah stressed the importance of understanding the purpose and duration of each visitor’s stay, reinforcing that such measures are vital for national security and policy planning.

“The bill will ensure close monitoring of everyone who visits India, the reason behind their visit, and the length of their stay. It is absolutely necessary to keep detailed records of every foreign national entering the country,” Shah said while addressing the Lok Sabha.

The passage of the Immigration and Foreigners Bill, 2025, marks a significant step toward modernising India's immigration framework. The government asserts that the new regulations will enhance border security, support economic expansion, and elevate India's global standing in education and trade.
