The Jungle-Raj Returns to Bihar!

Being a Bihari, my worst nightmare is now a reality, and the pain and the fear is difficult to express. In his ambitious plan, Nitish Kumar wants to be an alternative to the Narendra Modi-led BJP, and his manifesto is clear.. "social justice". This social justice is nothing but a cocktail of acute casteism, brazen minority appeasement supported by dreaded criminals portraying as leaders of each such community.
In the last election, the 'Mahagathbandhan' got an unprecedented mandate in Bihar, last November without "bogus voting" or "booth-capturing". Irrespective of the election being fair, there were fears that Jungle-Raj would come to haunt Bihar, plainly because of the manifesto being "social justice".
I remember when i was growing up in Bihar, Nitish's present alliance partner Lalu Prasad's supporters, mostly dreaded goons, had gone on a rampage then, killing political opponents, kidnapping the well-off for ransom, raping girls and indulging in all kinds of anti-social activities. It forced many businesspeople to wind up their well-settled businesses and reluctantly flee Bihar. Lalu's supporters bought their houses for peanuts. These goons "captured" several houses and forced the owners to either run away or to sell them at very cheap rates. They had no other option but to oblige to save their lives and the protect the dignity of their family members.
It compelled the Bihari Janata to look for an alternative, and Nitish Kumar was the only visible face. People, resorted to him in desperation. Nitish becoming the CM of Bihar for the first time had nothing much to do with him, it was more about people somehow wanted to get rid of the Lalu-regime.
Thanks to the alliance partner BJP, Nitish's focus remained on the administration along with other critical issues where Bihar was severely lagging behind; namely, Electricity, Roads, Water, Health and Education. All this was on the move, though at a snail's pace. Nothing much was done to attract investments and businesses. Hence, the massive outflux of people continued despite an improved law and order situation.
However, this time, the nightmare of return of the Jungle-Raj becoming a reality, was for two prime reasons: one, RJD is the single largest party in Bihar and, two, both the sons of Lalu Yadav have won the elections. In the meanwhile, the opportunist CM Nitish Kumar, nursing his ambition to become the Prime Minister, is unable to control the hard core criminals which neither Lalu Yadav nor his wife Rabri Devi could do in their regime.
Last Saturday, we heard that in the Gaya-road-rage, a JD(U) lawmaker's son Rocky Yadav allegedly killed a teen (Aditya Sachdeva) for just overtaking his vehicle. This criminal Rakesh Ranjan alias Rocky, the son of JD(U) MLC Manorama Devi, has been arrested only after a nation-wide outrage. As per Gaya district magistrate Kumar Ravi, he first confessed to killing Aditya, also recovered the revolver used in the murder, but later brazenly denied the charges.
The police also arrested Rocky's father, Bindi Yadav and his guard, Rajesh Kumar, for allegedly helping Rocky escape. A carbine and 70 rounds of ammunition were also found at their residence. The arrest followed a police raid at Manorama Devi's house on Monday evening, during which she reportedly provided clues on Rocky's whereabouts. Liquor bottles, which are now banned by Nitish's administration in Bihar, were also found at Devi's residence during the raid, but police are yet to file an FIR in this regard.
'The apple doesn't fall far from the tree' is a cliché seems most apt in this scenario. Let me explain who this Bindeshwari Prasad Yadav alias, Bindi Yadav is. A dreaded don, Bindi Yadav has been accused in several serious criminal cases including those involving murder, kidnapping, dacoity and house-grabbing.
Underworld soul mates, Bachchu Yadav, and Bindi Yadav have deep penetration in Gaya's grassroots politics. The duo, besides being together in the Gaya Central Jail under the much-dreaded Crime Control Act, had virtually got a common name as people invariably call them Bachchu-Bindi.
In 2002, Bindi Yadav announced his arrival on the political scene with an enviable victory to the post of Zila Parishad Chairman. Later, it was Bachchu's turn to catch up, and he managed to be the city's first de facto mayor. Though technically (the slot was reserved for a Scheduled Caste woman candidate) it was Asha Devi, the mayor of the Gaya Municipal Corporation.
After being elected as the powerful chairman of the Gaya Zila Parishad, the apex office of the Panchayati Raj system, Bindi Yadav, has been in the news for all the wrong reasons. Together they used to send shivers down the bureaucratic spine, and had redefined the relationship between crime, contract crime and politics in their own inimitable and dreadful style.
"In the nineties, Bindi along with underworld mate Bachchu Yadav created a reign of terror resulting in large scale migration of businessmen and other self-respecting gantries and acute plummeting of real estate prices in posh colonies of Gaya," said The Times of India report.
According to this 2001 report in TOI, Bindi Yadav was also involved in the infamous case of kidnapping of businessmen Jai Kumar Jain and Babli Jain, who were later released after paying a hefty ransom. Bindi Yadav had already been jailed twice under the Crime Control Act and was slapped with sedition charge in 2011 for storing 6,000 rounds of assault rifle bullets and providing them to the Maoists. He was with the RJD before switching over to the JD(U). His wife is a JD(U) MLC because of the apparent clout he enjoys with Bihar chief minister, Nitish Kumar.
"I have seen with my own eyes a cache of guns being loaded by his men in his SUV one morning, sometime between 2003 and 2005 during the Rashtriya Janata Dal (RJD) rule. He lives in a house allegedly 'captured' during the 15-year rule of Lalu Prasad Yadav and Rabri Devi from 1990."- Kumar Shakti Shekhar wrote in an article in DailyO.
Here is another infamous AIPWA Investigation Report on killing of Sarita and Mahesh Kant, during the callous police-administration, all for the power tussle among Yadav goons in Gaya. In this case also, Bindi Yadav was directly involved after becoming the chairman of Zila Parishad. Lately, Sheetal Yadav, brother of Bindi Yadav, was elected as Vice Chairman of the Gaya Zila Parishad on Lalu Yadav's RJD ticket.
Here is a quick view of the list of cases, Bindi Yadav, father of Rocky Yadav, was facing in 2010. Still, Nitish Kumar made his wife, Manorama Devi an MLC because the husband, could not be accommodated for technical reasons.

Shockingly, the Chief Minister Nitish Kumar, who had earlier vowed to bring those responsible for Aditya Sachdeva's murder to book, however, said: "action would be taken against Manorama Devi only if her culpability in the incident was established".
NOW THIS IS WHAT THAT SCARES ME.
This latest road rage incident is only one of the several such cases that took place ever since Sushashan Babu joined hands with Lalu Yadav to rule over Bihar.
In just six months of the "Mahagathbandhan" rule, 578 murders are reported in Bihar, including many high-profile and political killings. In February, the Bihar BJP Vice-president Visheshwar Ojha was killed 24 hours after another BJP leader Kedar Singh was found dead in Saran District. Soon followed the sensational murder of an LJP leader Brijnath Singh. In another shameless heinous act, RJD MLA from Nawada is accused of kidnapping and molesting a minor girl. The list is endless.
You may ask any Bihari at the Patna railway station, and they will open the scores of history sheets of the most wanted criminals. Nitish Kumar says that things will change in Bihar, and he will ensure that the law will take its course. He could start with this list reported by a group called Bihar Chintan here long back.
- Vijay Kumar Shukla aka Munna Shukla: A JD(U) MLA, from Lalganj, Vaishali, Shukla has 17 criminal cases of murder, extortion and rioting pending against him. He is one of the main accused in the 1998 murder of former minister in the RJD government, Brij Behari Prasad.
- Anant Singh aka Chhote Sarkar: A grand moustache, military boots and a posse of gun-toting followers are Singh's trademarks. A JD(U) MLA from Mokamah, runs a parallel government. When Special Task Force (STF) jawans raided his residence in April 2004, nine were killed, including one jawan, in the encounter. The raid revealed an arsenal of AK 47s and SLRs and a tunnel dug around Singh's residence perimeter.
- Rama Singh: What Anant Singh is to Nitish Kumar, Rama Kishore Singh is to Ram Vilas Paswan. This former LJP MLA from Mahnar, Vaishali, has 16 criminal cases against him. These include abduction, murder, and rioting, as well as offences under the Arms Act. He won his election being behind bars.
- Rajan Tiwary: He won only in the 2000 state polls, later lost all elections fighting as an LJP candidate but no change in his business style. Even after being sent to judicial custody in one case, most of the time he was spotted at home or in restaurants.
- Bhangar Yadav: The Bihar police have been hunting him for 30 years, and he exists only in narrations with 109 cases against him, and Rs 300,000 on his head. But Bhangar Yadav is free to rule over more than 10 thousand acres in West Champaran. Police say kidnapping, trade in contraband, sugarcane and government contracts are meant to be his niche areas. His "administration" in West Champaran has a letterhead, too: extortion demands come stamped with the legend, Bihar Sarkar, jungle party.
- Surendra Yadav: He is a “Ph.D.” in auto theft and his gang runs the stolen cars business. Abduction and attempted murder make up the rest of his thesis.
- Dhumal Singh: Another don who is part of Bihar's new political dawn. He defected from the LJP and was welcomed by the JD(U). He won from the Baniapur assembly constituency in Chhapra. His profitable activities are mostly in the coal mining areas of Jharkhand, however. He has been a jail resident in Hazaribagh for a long time. With three successive electoral victories, he is ready to ask Nitish Kumar for his share of the new political power.
- Ashok Mahto: For the backward castes of Nawada and Sheikhpura, and particularly the Koeris, one of Nitish Kumar's strong base, Mahto is a Messiah, since he had taken the upper-caste gangs in the region head-on. He had run away from the local court in 2003, in a daring operation supported by his syndicate and still continues to be at large in more than 70 cases, mostly of massacre and murder. Mahto's nephew, Pradeep Mahto, is an Independent MLA from Warsliganj.
- Shankar Singh: His followers call them the North Liberation Army. Singh has 10 murder cases, 16 attempts to murder cases, 9 abduction (with the intention of murder) cases, 10 extortion cases and three cases of looting. His political allegiance switched from the LJP to the JD (U) between the February and the recent elections but lost.
- Rajesh Kumar alias Babloo Dev: He is young but a veteran already. Rajesh has 29 criminal cases against him: eight of murder, eight of the attempt to murder and others relating to abduction, extortion, and loot. He is an RJD MLA from Kesaria, East Champaran and his proximity to the de facto ex-CM means is known to all.
The names of Sri Mohammed Shahabuddin, Sri Sadhu and Subhash Yadav and Sri Pappu Yadav are not on this list because they need no highlighting. All of them can strike at will and they stay active even when behind bars or on the run.
Dear Sri Nitish Kumar, if you want to improve the law and order in Bihar, then start putting these men behind bars first, investigating later instead of saying "action would be taken against only if her culpability was established". Investigate and establish it. The law and order situation here in Bihar today is so fragile and moth-eaten that it is soon going to destroy Bihar beyond a chance to repair.
And please do not scare us that in 2019, you are going to create a 'grand alliance' across India under the same "Social-Justice" umbrella.
