Japan extends ₹16,420 crore ODA loan for metro, healthcare, agriculture

The Government of Japan has committed an Official Development Assistance (ODA) loan of JPY 275.858 billion, which is approximately ₹16,420 crore, to India for the implementation of four major development projects. These projects fall under the sectors of urban transport, healthcare, and agriculture and will be carried out in the states of Punjab, Karnataka, and Maharashtra. The announcement was made through an official release by the Ministry of Finance.
The Notes for the agreement were exchanged on March 24 between Alok Tiwari, Joint Secretary in the Department of Economic Affairs under the Ministry of Finance, Government of India, and Keiichi Ono, Ambassador of Japan to India. Along with this, loan agreements have also been signed between the Government of India and the Japan International Cooperation Agency, which will play a key role in funding and supporting the execution of these projects.
One of the major initiatives under this assistance is the Bengaluru Metro Rail Project (Phase 3) (I), which has been allocated JPY 102.480 billion. This project aims to address the growing traffic demand in the Bengaluru Metropolitan Region by expanding its mass rapid transportation system. The expansion is expected to improve urban mobility and reduce congestion on roads. It will also contribute to better air quality by lowering pollution caused by the rising number of vehicles. In the long run, the project is expected to support regional economic development and help in tackling climate change concerns.
Another significant project is the Mumbai Metro Line 11 Project (I), which has received JPY 92.400 billion. Similar to Bengaluru, Mumbai is also facing increasing traffic pressure due to rapid urban growth. This metro expansion aims to strengthen the city's public transport system. By improving connectivity and reducing reliance on private vehicles, the project is expected to ease congestion and lower pollution levels. It will also support economic activities in the region by making transportation more efficient and accessible.
In addition to urban transport, the ODA loan also focuses on strengthening the healthcare system in Maharashtra. The Project for Strengthening Tertiary Healthcare Delivery, Medical Education System & Nursing Education System in Maharashtra (I) has been allocated JPY 62.294 billion. This initiative aims to improve both access to and quality of medical care in the state. It includes the construction and development of tertiary care facilities, hospitals, medical colleges, and nursing schools. By enhancing infrastructure and education in the healthcare sector, the project will contribute towards the promotion of Universal Health Coverage (UHC) in India.
The fourth project under this agreement is the Project for Promoting Sustainable Horticulture in Punjab, which has been allocated JPY 18.684 billion. This project focuses on improving farmers’ income by encouraging diversification into high-value horticulture crops. It also includes the development of infrastructure to strengthen the value chain and improve overall productivity. Capacity-building initiatives will be introduced to help farmers adopt better practices. The project is expected to support environmental conservation while also promoting sustainable socio-economic development in the state.
Overall, this financial assistance from Japan reflects the continued cooperation between the two countries in key development areas. By focusing on transport, healthcare, and agriculture, the projects aim to address some of the pressing challenges faced by growing urban and rural regions in India. The initiatives are also aligned with broader goals such as economic growth, environmental sustainability, and improved quality of life for citizens.
