India’s largest greenfield steel plant in coastal Andhra Pradesh gets green nod

The project, with a total investment of Rs 1.5 lakh crore, will become India’s biggest greenfield steel manufacturing venture so far.
The AM/NS plant will be built in several phases, with the first phase aiming for an 8.2 million tonnes per annum integrated steel capacity, eventually expanding to 24 MTPA.
The plant will use advanced, energy-efficient, and low-emission technologies that follow international standards for sustainability and carbon control. Once fully operational, it will serve as a major industrial anchor for the Andhra Pradesh Industrial Corridor, driving the growth of steel-based industries, machinery units, and logistics networks across north coastal Andhra Pradesh.
AM/NS, a partnership between ArcelorMittal and Japan’s Nippon Steel, began discussions with the Andhra Pradesh Government in August 2024, seeking land and policy support to build a world-class steel plant in one of India’s fastest-growing industrial states. The government allocated the land within three months and provided single-window clearance to help the company secure all required statutory and environmental approvals quickly.
With the Ministry of Environment and Forests granting its recommendation today, all major approvals for the project have been obtained within just 14 months, marking a record achievement that highlights the state’s strong project management and proactive investment policies. Andhra Pradesh’s clear governance, supportive policies, and focus on infrastructure-led growth have made it one of the top destinations for large global investments.
Aditya Mittal, Chief Executive Officer of ArcelorMittal and Managing Director of AM/NS, said, “We are all very impressed with the speed with which the Andhra Pradesh Government allotted land to us, handed it over, and supported us in obtaining the resource linkages and permits required to set up this world-class project. Our vision is to create not just a steel plant but a hub for innovation, sustainability, and new employment in India’s steel sector.”
Nara Lokesh, Andhra Pradesh’s Minister for IT, Electronics, HRD, and RTGS, said, “This project is a reflection of what Andhra Pradesh represents today - speed, transparency, and efficiency in governance. Under the leadership of Chief Minister N. Chandrababu Naidu, we have built a system that can match global benchmarks in industrial facilitation. The AM/NS plant will transform the economic landscape of coastal Andhra Pradesh, generate lakhs of jobs, and significantly boost local manufacturing, exports, and skill development.”
The foundation stone for the AM/NS plant will be laid during the CII Partnership Summit on 14 and 15 November 2025 in Visakhapatnam, in the presence of global CEOs, policymakers, and industry leaders. The project is expected to drive large-scale infrastructure development in the region, strengthen the Vizag, Anakapalli, and Kakinada industrial belt, and establish India as a key player in sustainable steel production.
