India upgrades technical mission in Kabul to the level of full embassy

India on Tuesday announced that it will upgrade its technical mission in Kabul to the level of a full embassy as part of its ongoing engagement with the Taliban and efforts to deepen ties with Afghanistan.
The decision came after External Affairs Minister S Jaishankar met Afghan Foreign Minister Amir Khan Muttaqi recently, during which he conveyed India’s plan to strengthen its diplomatic presence in Kabul.
India had withdrawn all embassy staff from Kabul in August 2021 after the Taliban seized power. In June 2022, India re-established a “technical team” in the Afghan capital to maintain a limited diplomatic presence. This new decision raises the mission to the status of a full embassy, which will be led by a diplomat at the level of Charge d’Affaires.
According to the Ministry of External Affairs, this step reflects India’s commitment to building stronger bilateral ties in all areas of mutual interest. The MEA said the upgraded embassy “will further augment India’s contribution to Afghanistan’s comprehensive development, humanitarian assistance, and capacity-building initiatives in alignment with the priorities and aspirations of Afghan society.”
Muttaqi’s recent six-day visit to India signalled a new phase in relations between New Delhi and Kabul, even though India has not officially recognised the Taliban government. During his visit, the Afghan foreign minister assured that Afghanistan would not allow any group to threaten India or use Afghan soil against its interests, referring to the security challenges posed by Daesh in the region.
He also said that Afghanistan plans to send its diplomats to India as part of a gradual effort to strengthen cooperation between the two countries.
