India submits evidence on TRF terror to UN 1267 Committee

An Indian delegation recently met with the United Nations (UN) Security Council's sanctions panel monitoring team and provided it with evidence that The Resistance Front (TRF) carried out the massacre in Pahalgam, sources said.
The Indian delegation pressed for sanctions on the TRF, which it identified as a front for Lashkar-e-Taiba (LeT). The delegation gave documentary evidence to the monitoring team, the sources added on Monday.
The UN calls this sanctions panel the 1267 Committee, named after the resolution that calls for action against the Islamic State (Da’esh), Al-Qaida, and those associated with them. The Committee has a team of expert monitors. These experts report on terrorist activities and individuals. They also make recommendations for adding names to the terror list and for imposing sanctions. These sanctions include freezing assets and enforcing travel bans on individuals linked to these groups.
The 1267 Committee designated LeT as an international terrorist group in 2005. It also sanctioned three LeT-linked groups, including Pasba-e-Kashmir and Jamaat-ud-Dawa. LeT continues to operate under various aliases to escape sanctions. The Committee’s list contains 27 names that LeT uses. The Committee has also sanctioned about a dozen individuals tied to LeT, including its leader, Hafeez Mohammed Saeed.
A source stated that India had already reported TRF’s terrorist activities to the UN. The Indian delegation reinforced that information by presenting documentary evidence during the meeting.
India’s UN mission did not respond to requests for details on the delegation’s efforts to have TRF designated as an international terrorist group. The media relations office of Greece, which currently holds the Security Council presidency, also did not respond to questions about the monitoring team’s meeting.
As Council President, Greece currently heads the 1267 Committee. The Committee does not have a permanent chair because Pakistan wants to lead it, but other member states oppose that. The UN had earlier included an informal meeting of the 1267 Committee in that day’s agenda.
Last week, the Indian delegation, which included intelligence officials, also met with senior UN counter-terrorism officials. They held wide-ranging talks on cooperation following the Pahalgam terror attack.
Under-Secretary-General Vladimir Voronkov from the UN Office of Counter-Terrorism (UNOCT) and Assistant Secretary-General Natalia Gherman from the Counter-Terrorism Committee Executive Directorate (CTED) discussed cooperation with the Indian team. According to UNOCT, they talked about working together, especially to implement key Security Council counter-terrorism resolutions and the UN Global Counter-Terrorism Strategy.
