India and Philippines to enhance coast guard partnership, target BrahMos delivery in 2023: Ambassador Kumaran

Taking a notable stride towards bolstering maritime cooperation, India and the Philippines are poised to initiate discussions on matters of maritime significance. This move underscores a substantial advancement in their bilateral ties, underscoring the growing importance of shared oceanic interests. Shambhu Kumaran, the Indian Ambassador to the Philippines, has emphasized the pivotal role of collaborative maritime efforts, recognizing the interdependent reliance on oceans that both economies share.
Highlighting the depth of their collaboration, Ambassador Kumaran stated in an interview with Philippine media, "We have reached an agreement to establish a maritime affairs dialogue, including a track two element." He underscored the all-encompassing character of this engagement. The ambassador further highlighted that the two nations are actively progressing toward solidifying their commitment through a Memorandum of Understanding (MoU) aimed at bolstering maritime cooperation, particularly between their respective Coast Guards. Anticipating the swift progression of this effort, it is expected that the Philippine Coast Guard Commander will soon embark on a visit to India to formalize the signing of this MoU.
"We've had Indian coast guard ships that have come here," he noted, pointing to past interactions. Ambassador Kumaran explained the momentum in that area, mentioning that last year, Philippines coast guard officials were sent to India for training programmes, and a broader interface between the coast guards was being pursued. "We also offer some of the equipment that is in the Indian defence establishment, for consideration of the Philippines Coast Guard," he revealed, demonstrating India's commitment to bolstering the maritime capabilities of the country.
Bilateral maritime collaboration encompasses various dimensions, including naval interactions and reciprocal sharing of white shipping information. These efforts are strategically aimed at enhancing maritime domain awareness and fostering the exchange of vital information. Ambassador Kumaran highlighted the pivotal role of maritime security, asserting, "Both our nations prioritize maritime security as a paramount concern." This collaborative approach extends beyond security, addressing broader issues such as climate change, ocean health, and resource management, which hold collective significance.
In reference to the forthcoming delivery of BrahMos supersonic cruise missiles, Ambassador Kumaran reiterated the gravity of the agreement. "We did enter into that groundbreaking agreement," he affirmed, reflecting on the substantial step that underscores the deepening rapport between the two countries. Assuring the timeline, he stated, "Deliveries are scheduled to commence in 2023 as planned," reinforcing the shared commitment to timely implementation. Notably, the Philippines holds the distinction of being the first foreign nation to receive a missile export from India.
On South China Sea Arbitration Award, Ambassador Kumaran shared insights into India's stance. "We did strongly endorse the need for this award to be respected," he asserted, emphasising the importance of adherence to international agreements for regional stability. Without taking any name, he added, "But we also feel that there's a larger issue around the behaviour of states, especially larger states and how their actions should contribute to stability rather than detract from it"
Shedding light on the evolving alliance between India and the Philippines, Ambassador Kumaran pointed to the mutual foundation of democratic values, youthful demographics, and an internationalist perspective as pivotal factors propelling their engagement. He observed that the current phase of their partnership brings a renewed vigour, describing it as a "refreshing change" that encapsulates a new dynamic in their relationship.
