India and El Salvador have made significant progress in their bilateral relations with the recent visit of India’s Minister of State for External Affairs and Textiles, Pabitra Margherita. His visit to El Salvador on August 19-20, 2024, marked the launch of important pilot projects and the signing of a new agreement on cyber security.
During the visit, Minister Margherita met with El Salvador’s President Nayib Bukele and Foreign Minister Alexandra Hill Tinoco. The discussions focused on boosting cooperation in infrastructure, trade, and technology. A major highlight was the introduction of three pilot projects developed by the Centre for Development of Telematics (C-DOT). These projects include a Cyber Security initiative, an Early Warning System, and a Cell Broadcasting System. The Cyber Security project aims to protect El Salvador from cyber threats, while the Early Warning and Cell Broadcasting Systems are designed to improve disaster preparedness and emergency communication.
An important part of the visit was the signing of a Memorandum of Understanding (MoU) on Cyber Security between C-DOT and the Government of El Salvador. This MoU will help enhance collaboration in technology, including training and expertise sharing. Minister Margherita emphasized India’s commitment to supporting El Salvador’s development, particularly in critical areas for the country’s growth and security.
The visit also included talks about potential partnerships in infrastructure development and trade. Both countries expressed interest in expanding economic interactions, highlighting India’s role as a key partner in El Salvador’s modernization efforts.
Before arriving in El Salvador, Minister Margherita visited Guatemala from August 17-19, 2024. This was the first high-level meeting between India and Guatemala since new governments were formed in both countries. In Guatemala, Minister Margherita met with President César Bernardo Arévalo de León and Foreign Minister Carlos Ramiro Martinez. The discussions covered trade, investment, healthcare, and infrastructure. Both sides showed eagerness to strengthen cooperation in these areas.
Minister Margherita also engaged with members of the Guatemalan Congress and local mayors, discussing the parliamentary traditions of both countries and the importance of enhancing parliamentary exchanges. Meetings with the Chamber of Industry of Guatemala and the Guatemalan Exporters Association (AGEXPORT) focused on increasing trade and investment opportunities.
During his trips, Minister Margherita met with the Indian communities in Guatemala City and San Salvador, recognizing their contributions to their respective countries. Additionally, in response to tropical storms that hit El Salvador in June 2024, India provided 50 tons of humanitarian aid. Minister Margherita personally delivered the first instalment of this aid to Foreign Minister Hill Tinoco, reaffirming India’s support for El Salvador.
