Gujarat leads digital governance push with India’s first reservoir management system

As Prime Minister Narendra Modi completes 12 years of leadership at the Centre, the PM GatiShakti National Master Plan has emerged as a major initiative transforming infrastructure development across the country. Gujarat has become one of the leading states in implementing this vision through technology-driven governance and digital planning.
Under the leadership of Chief Minister Bhupendra Patel, Gujarat has successfully adopted the PM GatiShakti framework to improve project planning, approvals, and execution. Processes that were once delayed due to inter-departmental coordination and paper-based approvals are now being handled through an integrated digital platform, significantly reducing delays.
The state has implemented a GIS-based digital platform developed by Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N). This platform has modernised the infrastructure No Objection Certificate (NOC) approval system and made it more efficient. Through features such as the maker-checker-approver model, e-approval mechanisms, and real-time monitoring systems, Gujarat has integrated 40 infrastructure-related NOC processes into a single digital framework. As a result, more than 11,000 infrastructure-related NOCs have been processed in a much shorter time.
The digital system has improved transparency, accountability, and speed in approvals. Manual movement of files has been reduced considerably, while coordination among departments has improved. This has helped projects move from the planning stage to execution much faster than before.
Under PM GatiShakti, Gujarat has integrated more than 2,900 data layers on a single platform. These include over 1,500 datasets from state departments and more than 1,400 datasets from central agencies. The platform enables real-time GIS mapping of over 2,400 ongoing and proposed projects across the state.
Among these projects, 858 belong to the Narmada and Water Resources Department, 795 are related to the energy sector, 422 are from the Roads and Buildings Department, and 242 are associated with Urban Development. Through API and Web Feature Service (WFS)-based integration, departmental information is updated in real time. This has improved planning, monitoring, approvals, and overall project management.
The integrated approach has strengthened coordination in infrastructure investments and accelerated project implementation. It has also improved last-mile connectivity in several regions. According to the government, projects such as the South Coastal Corridor have witnessed considerable reductions in both project costs and completion time due to improved planning and coordination.
The benefits of PM GatiShakti are also visible in public service delivery. The Gujarat Water Supply Board has geo-tagged 83,000 hand pumps, more than 5,000 sumps, and over 3,000 Elevated Service Reservoirs (ESRs). This has helped digitise the management of rural water supply schemes and the Jal Jeevan Mission, leading to more effective monitoring and better service delivery.
In the healthcare sector, the Health and Family Welfare Department used a Dynamic Gap Analyser Tool to identify shortcomings in tribal and remote areas. Based on the findings, approvals were granted for 13 Primary Health Centres (PHCs) and five sub-centres for the period 2024-26. In Banaskantha district, specialised analytical tools helped identify underserved villages and led to the approval of 14 new fair price shops across 15 villages.
The Education Department has also benefited from the platform. The process of identifying suitable land for centralised kitchens under the PM Poshan scheme, which earlier took several weeks, can now be completed within a few hours through digital analysis and mapping.
One of the most significant achievements under the PM GatiShakti initiative has come from the fisheries sector. Through the PM GatiShakti Gujarat platform, the Fisheries Department has developed India’s first ‘Digital Reservoir Management System’. The system allows complete digital management of more than 1,000 reservoirs across the state.
The new system has streamlined lease approval procedures and improved transparency in revenue collection. It has also strengthened the participation of local fishing communities in reservoir management. By encouraging sustainable use of aquatic resources and promoting accountable governance, Gujarat has created a strong example of technology-enabled administration in the fisheries sector.
The PM GatiShakti platform is also playing a major role in Gujarat’s industrial growth strategy. The Gujarat Industrial Development Corporation (GIDC) is developing a Bulk Drug Park worth Rs 3,900 crore at Jambusar. Spread across 815 hectares, the project has been comprehensively planned using the PM GatiShakti platform.
The platform conducted a 15-kilometre influence area analysis to identify requirements related to road connectivity, utilities, and supporting infrastructure. This has helped planners make faster and more informed decisions. The state government aims to complete the park’s common infrastructure by March 2027.
Officials believe that this data-driven planning approach will strengthen Gujarat’s position as a leading pharmaceutical manufacturing hub in India. It is also expected to boost investment, generate employment opportunities, and support the country’s goal of industrial self-reliance. Through the effective use of PM GatiShakti, Gujarat has established itself as a model for digital governance and technology-led development.
