Delhi notifies permanent winter pollution plan, makes valid PUC mandatory for fuel

The Delhi government has notified a permanent Winter Pollution Master Plan that will come into effect every year from November 1 to February 28. The plan introduces a fixed set of anti-pollution measures to reduce air pollution during the winter season. It focuses on vehicle emissions, construction activities, and waste burning.
One of the biggest changes under the new policy is the year-round enforcement of a valid Pollution Under Control (PUC) certificate. The government has made it mandatory for vehicles to have a valid PUC certificate to receive fuel. This rule will remain in force throughout the year and aims to improve compliance with emission standards.
The plan also places strict restrictions on construction work during the winter months. Demolition and civil construction activities will remain prohibited from November 1 to January 31. The government has included this measure to reduce dust and other pollutants that affect Delhi's air quality during the peak pollution season.
The Winter Pollution Master Plan also introduces steps to reduce traffic and workplace emissions. From November 1, offices will implement 50 per cent work from home. The government will also impose double parking charges during the same period. These measures aim to reduce the number of vehicles on the roads and improve traffic management.
The Delhi Chief Minister's Office said the Winter Pollution Master Plan has been notified and that the rules will remain in force every year from November 1 to February 28.
Chief Minister Rekha Gupta said, "Keeping Delhi clean and healthy requires everyone's participation."
The Delhi government has made the Winter Pollution Master Plan a permanent annual policy instead of a temporary seasonal measure. The plan brings together stricter rules on vehicle emissions, construction activities, and other pollution sources to improve air quality during the winter months. The year-round PUC requirement also marks a major step in the government's efforts to strengthen pollution control across the city.
