Delhi Cabinet greenlights draft bill to regulate fees in private, government schools

The Delhi Cabinet has approved a draft bill to regulate the fees charged by both private and government schools. This decision comes after parents in the city expressed frustration over frequent and steep fee increases. Once this bill is introduced and passed in the Delhi Assembly, it will become law and set guidelines for how schools should determine and raise their fees.
Currently, there is no law in Delhi that controls how private schools set or increase their fees. The bill was approved in a meeting led by Chief Minister Rekha Gupta. Delhi's education minister Ashish Sood mentioned that the bill suggests forming a three-tier committee to oversee and control fee increases. "The previous governments in Delhi made no provision to prevent fee hikes. There was no guideline to help the government prevent fee hikes by private schools," Gupta said at a press conference after the announcement of the decision.
The Delhi education department recently issued show-cause notices to 11 private schools for raising fees. They also received complaints about "dummy schooling" practices in several unaided private institutions. So far, 20 schools have been identified for this issue, and they will face separate action. This followed a complaint to the chief minister about a private school in Model Town, which allegedly raised its fees significantly and expelled students who couldn't pay the increased amount. Gupta has made it clear that her government is committed to ensuring transparency and protecting children's rights in education.
She mentioned that schools have been instructed to respond, and if they fail to do so, strict actions will be taken. Gupta emphasised that no school has the authority to unfairly pressure parents over fees or expel students unjustly. All schools are expected to follow the established rules, and violations will result in appropriate action.
