CJNG leader killing in military operation triggers retaliatory violence; Indian Embassy issues emergency advisory for nationals in Mexico

Nemesio Oseguera Cervantes, widely known as El Mencho, was killed in a major military operation carried out by Mexican security forces on February 22, 2026. Following his death, violence and unrest spread across several regions of Mexico, prompting the Embassy of India in Mexico to issue an emergency advisory for Indian nationals in the country.
El Mencho was the leader of the Jalisco New Generation Cartel (CJNG), one of the most powerful and violent criminal organisations in Mexico. The cartel has long been involved in drug trafficking, organised crime, and armed clashes with authorities. He had been one of the most wanted criminals in Mexico and the United States, with a large reward announced for information leading to his capture.
According to reports, the Mexican military carried out a high-level operation in the state of Jalisco early on February 22. Security forces surrounded the location where El Mencho was believed to be hiding. A heavy exchange of fire took place between cartel members and the armed forces. During the operation, El Mencho and several of his associates were seriously injured. He later died while being transported to Mexico City for medical treatment.
The operation also led to casualties among cartel members, and some Mexican security personnel were injured during the encounter. The action has been described as one of the most significant blows to organised crime groups in recent years. Reports also indicated that U.S. intelligence agencies assisted Mexican authorities in carrying out the mission.
Soon after confirmation of his death, violent incidents were reported in multiple areas. Roads were blocked in parts of Jalisco by cartel supporters. Several vehicles were set on fire on major highways. Shootouts were reported in more than five states. Airports in Guadalajara and Puerto Vallarta saw flight cancellations due to security concerns. Residents in affected areas were urged to remain indoors as authorities worked to control the situation.
The unrest created fear among civilians and foreign nationals living in or travelling through Mexico. In view of the developing situation, the Embassy of India in Mexico released an urgent advisory for Indian citizens.
In its statement, the Embassy warned of “ongoing security operations and related road blockages and criminal activity.” It specifically advised Indian nationals in certain regions to remain indoors until further notice.
The advisory stated that Indian nationals in Jalisco State — including Puerto Vallarta, Chapala, and Guadalajara — Tamaulipas State — including Reynosa and other municipalities — as well as areas in Michoacan State, Guerrero State, and Nuevo Leon State should “shelter in place until further notice.”
The Embassy also issued detailed safety instructions for Indian citizens in the affected areas. It advised them to avoid areas where law enforcement activity is taking place and to remain alert at all times. Nationals were told to minimise unnecessary movement outside their current location and to carefully monitor local news for updates.
The advisory further asked people to follow all instructions issued by local authorities and to avoid large crowds and public gatherings. In case of emergency, individuals were instructed to dial 911. The Embassy also urged Indian citizens to remain in contact with family and friends and to inform them about their safety and location.
To assist Indian nationals who may require help, the Embassy shared its emergency contact number: +52 55 4847 7539. Citizens facing any difficulty or requiring consular assistance have been asked to reach out through this number.
Mexican authorities have stated that efforts are ongoing to restore normalcy in the affected areas. Security forces remain deployed in sensitive regions to prevent further violence and maintain order.
The killing of El Mencho marks a major development in Mexico’s fight against organised crime. However, the immediate aftermath has led to serious security concerns in several states. As tensions remain high, foreign missions, including the Indian Embassy, continue to monitor the situation closely and advise their citizens to exercise extreme caution.
