China blocks India’s UNSC bid to sanction Pakistan-based terrorists including Pahalgam attack perpetrators

China blocked India’s move at the United Nations Security Council (UNSC) to designate five Pakistan-based Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM) terrorists as global terrorists.
China also blocked India’s proposal to list The Resistance Front (TRF)—a LeT affiliate that carried out the 2025 Pahalgam attack—under UN sanctions, according to a report by The Economic Times.
The report cited a dossier from the National Investigation Agency (NIA), which showed that China played a central role in blocking sanctions against Abdul Rauf Asghar, Sajid Mir, Abdur Rehman Makki, Talha Saeed, and Shahid Mehmood Rehmatullah.
These five men were involved in major terrorist attacks in India, including the 26/11 Mumbai attacks, the 2019 Pulwama attack, the 2016 Pathankot attack, the 2001 Parliament attack, and the hijacking of Indian Airlines flight IC 814.
Sanctions against Abdul Rauf Asghar
India and the US jointly proposed adding Abdul Rauf Asghar to the UN’s global terrorist list on July 27, 2022.
China placed the proposal on hold for three months and then blocked it on May 10, 2023.
Rauf was the brother of JeM founder Masood Azhar. He planned the 1999 hijacking of flight IC-814 from Kathmandu to Kandahar. He established terror training camps in Pakistan and led several operations in India. He was the main conspirator behind the 2001 Parliament attack and the 2016 Pathankot airbase attack. Indian investigators found evidence linking him to the 2025 Pulwama attack through data recovered from a co-conspirator’s phone.
Sanctions against Sajid Mir
China vetoed the proposal to list Sajid Mir as a global terrorist in 2023, according to the ET report.
The NIA dossier revealed that Mir was a key figure in the 26/11 Mumbai attacks. Pakistani authorities arrested him in May 2022 for terror financing charges. A court convicted him within three weeks in a swift trial.
The United States had designated him a Specially Designated Global Terrorist (SDGT) on August 30, 2012. He remained on the FBI’s most wanted list.
Sanctions against Abdul Rehman Makki
In 2022, China placed a hold on India’s move to sanction Makki. In 2023, China lifted the hold, and Makki was added to the UN’s sanctions list.
Makki headed the political affairs wing of LeT and managed fundraising for the group. As per the ET report, Pakistan informed the UN that Makki had died, which raised suspicions among Indian security agencies.
Sanctions against Talha Saeed
India and the US jointly submitted a proposal in 2022 to designate Talha Saeed, son of LeT chief Hafiz Saeed, as a global terrorist. China has kept the proposal on hold since then.
Talha, aged 50, was actively involved in recruiting members, collecting funds, and planning LeT’s attacks in India and against Indian interests in Afghanistan.
Sanctions against Shahid Mehmood Rehmatullah
China also held up the proposal to sanction Shahid Mehmood Rehmatullah since 2022.
Rehmatullah served as deputy chief of the banned Falah-i-Insaniyat Foundation (FIF), which operated as a front for LeT. According to The Economic Times, he diverted funds through religious activities to create operational bases and build support for anti-India missions.
Proposals on The Resistance Front (TRF)
India submitted three separate proposals at the UNSC to sanction TRF. The first came in December 2023. The second, a comprehensive proposal, was submitted in May 2024. India made another proposal in December 2024, which was included in the report submitted in February 2025. China blocked all three proposals, as reported by The Economic Times.
