China and Russia criticize U.S. at Chinese Military Forum

At a security forum held in Beijing, Chinese and Russian military leaders directed their criticism toward the United States, voicing concerns over the lack of regular communication between the U.S. and Chinese militaries. This communication gap has been a concern for Washington, particularly in the face of escalating tensions related to various issues.
The absence of consistent communication between the U.S. and Chinese armed forces has raised concerns in Washington. This agitation stems from the mounting tensions surrounding various matters and the potential for accidental confrontations in regions like the South China Sea and proximity to Taiwan. The need for open channels of communication is increasingly apparent as a means of preventing unintended conflicts.
The Xiangshan Forum, China's largest yearly display of military diplomacy, commenced on Sunday with the absence of the usual Chinese defense minister, who typically serves as the host, but it did include a delegation from the United States. Russia's Defense Minister, Sergei Shoigu, cautioned the Western nations that their participation in the conflict in Ukraine has led to significant peril.
"The Western line of steady escalation of the conflict with Russia carries the threat of a direct military clash between nuclear powers, which is fraught with catastrophic consequences," Russia's TASS state news agency cited Shoigu as saying at the forum.
Russian state media reported that Sergei Shoigu asserted the West's intent to inflict a "strategic defeat" upon Russia through what he referred to as a "hybrid war." Shoigu also lauded the strong relationship between Russia and China as "exemplary," underscoring the significance of their strategic partnership.
Zhang Youxia, who serves as the vice chairman under President Xi Jinping of China's Central Military Commission, offered veiled criticism directed at the United States and its allies. He accused "some countries" of attempting to undermine China's government. However, Zhang simultaneously emphasized the importance of enhancing military cooperation with the United States, reflecting the nuanced nature of China's stance in its international relations.
"We will deepen strategic cooperation and coordination with Russia and are willing to, on the basis of mutual respect, peaceful coexistence and win-win cooperation, develop military ties with the U.S.," Zhang made this statement during an address that garnered close attention from military attaches and diplomats.
In the forum, Zhang engaged in discussions with Shoigu, as reported by China's Xinhua state media. In past years, China's defense minister had been responsible for delivering the keynote address at the forum. However, Li Shangfu was unexpectedly relieved of his duties as defense minister, without an accompanying explanation, and a successor has not been designated.
It is worth noting that high-level military-to-military communication between China and the United States has been absent since Li, who was sanctioned by Washington, assumed the position in March. This absence of direct communication between the two nations holds significance in the context of their bilateral relations and broader global security considerations.
A U.S. delegation, led by Cynthia Xanthi Carras, attended the forum and engaged in discussions with Chinese defense officials. This presence signifies increased exchanges between the United States and China in the lead-up to an anticipated summit between President Joe Biden and Xi Jinping next month.
Despite calls for improved military ties, China maintains a firm stance on issues like Taiwan, considering it a core interest. Chinese Lieutenant-General He Lei emphasized that any use of force against Taiwan would be deemed a "war for reunification," just and legitimate.
In his speech, Zhang stressed the need to avoid deliberate provocations on major and sensitive issues, highlighting Taiwan's significance to China.
