Centre asks Ministries to retire non-performers

Frustrated by the failure to follow its directives, the Central government has instructed all ministries to regularly evaluate their employees' performance to ensure that underperformers are retired early. The Department of Personnel and Training (DoPT) issued an order requesting the relevant ministries to mandate periodic reviews of employees in public sector undertakings (PSUs), banks, autonomous institutions, and statutory bodies under their administration.
It stated that instructions have been periodically issued to review the performance of government servants to determine whether they should be retained in service or prematurely retired in the public interest.
The order sent to the secretaries of all central government departments stated that administrative ministries and departments have been repeatedly requested to follow the issued guidelines and submit a report to the DoPT. However, it has been observed that many ministries and departments are not complying with these guidelines, causing delays in identifying government employees due for review under the relevant provisions of Fundamental Rules (FR)-56 (J)/(I) and Rule 48 of Central Civil Services (CCS) Pension Rules, now revised as Rule 42 of CCS (Pension) Rules, 2021.
These rules establish the policy for periodic review and premature retirement of government servants to ensure efficiency, economy, and speed in government operations. "In light of the above, the ministries/departments are requested to take immediate action to identify employees due for review under the relevant provisions of Fundamental/Pension Rules and ensure that their cases are promptly submitted for consideration by the duly constituted review committee, as per existing instructions," stated the order dated June 27.
Furthermore, all ministries, departments, and organisations have been instructed "to strictly adhere" to the timeline specified in the DoPT's 2020 order for conducting performance reviews of government servants. This also applies to employees of PSUs, banks, autonomous institutions, and statutory organisations under their administrative control, to ensure that employees with doubtful integrity or who are found to be ineffective are not allowed to continue in government service, according to the order.
The DoPT had issued comprehensive and consolidated guidelines through its 2020 order, detailing the procedures to be followed in identifying cases for premature retirement. All ministries and departments have been instructed to submit a report to the DoPT in a specified format by the 15th day of each month starting from July 2024, the order added.
The DoPT stated that the objective of the CCS rules is to strengthen the administrative machinery by fostering responsible and efficient administration at all levels and to achieve efficiency, economy, and speed in the execution of government functions.
