CBI investigates case of over 400,000 fraudulent school admissions

In a significant development that could potentially embarrass the Haryana government and education department, the Central Bureau of Investigation (CBI) registered a case on Friday regarding an alleged scam involving 400,000 fraudulent admissions in government schools across Haryana between 2014 and 2016.
The Anti-Corruption Bureau (ACB) wing of the CBI police station in Chandigarh has registered a case under sections 120B, 167, 218, 409, 418, 419, and 477A of the IPC. This action follows directives from the Punjab and Haryana High Court, which had initiated scrutiny of the entire scam four years ago.
The fraudulent admissions scandal came to light during the rationalisation process of guest teachers by the Haryana government.
During the course of hearings prompted by petitions to the High Court, it emerged that a total of 22 lakh admissions had been recorded over a two-year period. Further inquiries raised suspicions regarding the sudden surge in student numbers, prompting an investigation.
Subsequently, it was discovered during the probe that 4 lakh admissions were fraudulent, with benefits intended for these students being misappropriated. Responding to these findings, the court directed the Haryana State Vigilance Bureau to investigate, leading to the registration of seven FIRs.
However, despite the FIRs being filed, the investigations could not progress due to the lack of relevant records and details provided by the education department, as noted by investigating and supervising officers in their submissions to the court.
Four years ago, the court directed the CBI to take over the case based on its preliminary findings, leading to the agency registering the case.
The CBI has uncovered a fraudulent scheme involving officials siphoning funds through admissions of non-existent students in Haryana's government schools, totalling 400,000 admissions between 2014 and 2016.
