Lakhbir Singh Landa, a member of Babbar Khalsa International (BKI) based in Canada, has been designated as an "individual terrorist" by the Ministry of Home Affairs, under Section 35 of the Unlawful Activities Prevention Act (UAPA).
The Ministry of Home Affairs stated that Mr. Landa, supported by a cross-border agency, played a role in a terrorist attack using a shoulder-mounted rocket-propelled grenade on the Punjab State Intelligence Headquarters building in Mohali. Additionally, he has been implicated in the provision of Improvised Explosive Devices (IEDs), firearms, advanced weaponry, and explosives from across the border to different modules, facilitating terrorist activities within the State of Punjab.
As per official notification from the Ministry of Home Affairs, Lakhbir Singh Landa was closely linked with pro-Khalistan elements (PKEs) based in Canada, including individuals such as the late leader of Khalistan Tiger Force (KTF), Hardeep Singh Nijjar, and Gurpatwant Singh Pannun, the leader of Sikhs for Justice, among others.
Lakhbir Singh Landa is a resident of Tarn Taran in Punjab. Now, it is believed that Landa is residing in Canada's Alberta. He fled to Canada in 2017, according to HT reports.
Furthermore, he is identified as a close associate of Harvinder Singh, a gangster-turned-terrorist based in Pakistan. Upon relocating to Canada, Landa affiliated himself with the pro-Khalistan terrorist organization 'Babar Khalsa International (BKI).'
In July 2011, the first case was registered against Landa for murder under the Arms Act at Harike Pattan. Since then, a total of 18 criminal cases have been registered against him including murder, drug smuggling, etc.
In addition, it is also believed that Lakhbir Singh Landa played a significant role as a key conspirator in the placement of an improvised explosive device (IED) beneath the car of a sub-inspector in Amritsar.
