Blow to Pakistan’s proxy war: Intel reveals full structure of JeM, LeT operations

Tensions between India and Pakistan have escalated following the deadly Pahalgam terror attack on April 22, which claimed 26 lives. In response, Indian intelligence agencies have put together a detailed report on the Pakistan-based terror groups Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT). This report, obtained by India Today, highlights the leadership structure and financial sources of these terrorist organizations.
The dossier provides a complete list of top leaders, commanders in charge of launching attacks, and the sources of financial support for these terrorist groups. It also explains that these groups have operational bases in Pakistan-occupied Kashmir (POK), where they plan anti-India activities.
According to the dossier, Hafiz Saeed—the mastermind behind the 26/11 Mumbai attacks—is currently the top leader (Emir) of Lashkar-e-Taiba. He has slowly started passing on his responsibilities to his son, Talha Saeed, who is now playing a major role in running the group’s activities. Meanwhile, Zakiur Rehman Lakhvi is in charge of military operations. He manages training camps, plans terror attacks, coordinates with field commanders, and handles logistics for the organization.
According to this report, the group Jamaat-ud-Dawa (JuD), which is the public face of Lashkar-e-Taiba (LeT), runs schools, hospitals, and provides disaster relief in Pakistan. These services are used to recruit people and spread their radical views. Other groups like Falah-e-Insaniyat Foundation (FIF), Al Madina, and Aiser Foundation were created to get around sanctions placed on JuD by the United Nations and the US.
LeT also formed a political party called Milli Muslim League (MML) to increase its presence and influence in Pakistani politics. The funding for these terrorist groups comes through the hawala network run by Jamaat-e-Islami, which helps move money across South Asia, including secret routes in India. These funds support the activities of Lashkar-e-Taiba (LeT) in India, Bangladesh, Nepal, and Sri Lanka. Intelligence agencies have reported that Maulana Masood Azhar is the top leader of the group. In 1999, India had to release him after the IC-814 plane hijacking.
Azhar planned the 2001 attack on the Indian Parliament and was also linked to the 2016 Pathankot attack and the 2019 Pulwama attack. Another key figure is Maulana Mufti Mohammad Asghar, also known as Saad Baba, who acts as JeM’s main launch commander. He was earlier associated with the terror group Harkat-ul-Mujahideen (HUM). Funds for JeM are reportedly raised through the Al Rehmat Trust, which is used as a cover to support activities like training terrorists, infiltrating borders, supplying weapons, and spreading propaganda.
