A bipartisan bill has been introduced in the United States Senate aimed at strengthening the Eastern Mediterranean’s role as a key strategic link between the United States, India, the Middle East, and Europe. The proposed legislation, called the Eastern Mediterranean Gateway Act, has been brought forward by US Senators Cory Booker and Dave McCormick.
The bill focuses on increasing US support for infrastructure projects in the region. These include ports, digital corridors, and other key systems that can improve connectivity. The goal is to diversify and secure energy flows, strengthen supply chains, and deepen diplomatic relations with important global partners. The legislation reflects growing concerns over global energy security and the need for more reliable trade routes.
Highlighting the importance of the region, Booker said, "Global energy security and supply chains are under growing strain, and the Eastern Mediterranean is emerging as a critical region for enhancing stability and cooperation on a range of shared strategic interests, including support for the US-India-Middle East-Europe Economic Corridor". He further added, "I am proud to introduce this important bipartisan legislation to strengthen energy security, accelerate innovation and economic growth, and deepen regional partnerships," he said.
The bill also aims to expand collaboration in areas such as innovation, science, and emerging technologies. It seeks to modernise existing regional frameworks and create stronger cooperation among participating countries. By positioning the Eastern Mediterranean as a major connecting hub between Europe, the Middle East, and India, the legislation supports key US priorities. These include improving energy security, boosting economic integration, and ensuring long-term regional stability.
McCormick also emphasised the strategic value of the proposal. He said, "The Eastern Mediterranean Gateway Act strengthens these partnerships, makes the region a bigger priority for the US, and helps secure the India-Middle East-Europe Economic Corridor, so critical trade and energy routes aren't left vulnerable to Iran, China, or other adversaries," McCormick said.
A key focus of the Act is to strengthen US backing for the India–Middle East–Europe Economic Corridor. The legislation recognises the region’s importance as a strategic gateway and aims to reinforce ongoing regional initiatives. These include the 3+1 framework involving Greece, Israel, and Cyprus, as well as the East Mediterranean Gas Forum.
The proposed law also outlines several measures to raise the Eastern Mediterranean’s importance in US foreign policy. It calls for regular high-level strategic discussions with IMEC partners and regional allies. It also promotes cross-border energy and infrastructure projects that can improve connectivity and cooperation.
In addition, the legislation seeks to explore opportunities to expand successful US-Israel innovation and technology programmes to other countries in the region. It also plans to study multilateral models such as Cyprus’s CYCLOPS centre, which focuses on regional integration and cooperation.
The India-Middle East-Europe Economic Corridor was first announced during the G20 Leaders' Summit 2023. It aims to create a strong economic and transport link connecting India with Europe through the Middle East. The corridor is expected to play a major role in global trade and energy movement in the coming years.
Overall, the introduction of the Eastern Mediterranean Gateway Act signals a strong push by the US to secure its strategic and economic interests in the region. It also highlights the growing importance of the Eastern Mediterranean as a key global connector. If passed, the bill could strengthen partnerships, improve infrastructure, and support the development of the IMEC corridor.
