Assam cabinet approves 12% job quota for retired Agniveers in police, allied forces

The Assam cabinet has approved a 12 per cent reservation in jobs for Assam-domiciled retired Agniveers in the police and allied forces. Chief Minister Himanta Biswa Sarma announced the decision on Sunday after the cabinet meeting.
The reservation will cover recruitment in 11 categories across the Assam Police, Assam Police Radio Organisation (APRO), State Disaster Response Force (SDRF), Fire and Emergency Services, Forest Guards and the Excise Department. The move aims to provide employment opportunities to retired Agniveers from the state.
The cabinet also approved a green cess on the transfer of vehicle ownership. Officials said the levy will support afforestation and conservation activities in Assam. However, the cess will not apply to electric vehicles, CNG vehicles, two-wheelers and three-wheelers. It will also be exempted when vehicle ownership changes due to death.
Sarma said, "The green cess will not apply to EVs, CNG vehicles, two- and three-wheelers and transfer of ownership owing to the death of the vehicle owner."
The cabinet approved a one-time financial assistance of Rs 10 crore for infrastructure development at the Assam Regimental Centre in Shillong. The decision is aimed at supporting infrastructure work at the centre.
Another decision involved changes in the management of road infrastructure projects. The cabinet approved the separation of the National Highway component from PWD (Buildings and NH) and its transfer to PWD (Roads). The move is intended to improve the management of National Highway projects.
The government also cleared the engagement of Tata Consulting Engineers Ltd to prepare the detailed project report for Phase-II of the Brahmaputra Riverfront Development Project in Guwahati. The project will cover the next phase of development along the Brahmaputra riverfront.
The cabinet also approved customised incentives for Dalmia Bharat Green Vision Ltd for its proposed clinker manufacturing units in Assam. The projects involve an investment of Rs 10,200 crore.
The council of ministers also approved a memorandum of understanding between the state government and the council areas of the Bodoland Territorial Council (BTC), Dima Hasao and Karbi Anglong. The agreement will cover the implementation, operation, monitoring and long-term sustainability of rural water supply schemes under the Jal Jeevan Mission and allied programmes.
The Assam Municipal Corporation Election (Amendment) Rules, 2026, were also approved. The amended rules empower the district judge's court to deal with matters related to municipal corporation elections.
The cabinet also decided to provide Rs 1 lakh per month under the Chief Minister's Scheme for Public Emergency. The amount will support Madhupur Satra’s functioning.
