The Indian National Congress failed to win any of the 28 seats contested in Legislative Council elections across Karnataka, Uttar Pradesh, Bihar and Maharashtra. The results dealt a major blow to the party, particularly in Karnataka, where it is in power.
In Karnataka, the BJP-Janata Dal (Secular) alliance swept all four seats. JD(S) candidate AP Ranganath defeated sitting Congress MLC Puttanna by 908 votes in the Bengaluru Teachers’ constituency, securing 10,810 votes against Puttanna’s 9,902.
In the North-East Teachers’ constituency, incumbent BJP MLC Shashil G Namoshi defeated Congress candidate Sharanappa Mattur by 3,297 votes. Namoshi secured his fifth victory in the constituency, which includes Kalaburagi, the home turf of Congress president Mallikarjun Kharge.
BJP candidate K M Suresh won the South-East Graduates’ constituency by 23,098 votes against Congress nominee Shashi Hulikunte Mutt. In the West Graduates’ constituency, sitting BJP MLC S V Sankanur defeated Congress candidate Mohan Limbikai by 9,323 votes.
The losses have raised questions about Congress's support among teachers and educated professionals. Voting took place through paper ballots, prompting the BJP to target Congress over its past position on voting systems. The results also strengthened coordination between the BJP and JD(S) ahead of upcoming Assembly elections.
In Bihar, Prashant Kishor’s Jan Suraaj Party opened its account as Dr Suresh Prasad Rai defeated sitting Congress MLC Madan Mohan Jha by 324 votes in the Darbhanga Teachers’ constituency. The BJP won the Tirhut Teachers’ seat through Narendra Prasad Singh, while the RJD captured the Patna Teachers’ seat as Dr Sanjeev Singh defeated sitting BJP MLC Nawal Kishor Yadav, who had held it for nearly three decades.
JD(U) performed strongly in the Graduates’ constituencies, with Neeraj Kumar leading in Patna. Rebel BJP candidate Rahul Raj also won the Saran Teachers’ seat as an independent after the NDA denied him a ticket.
In Uttar Pradesh, the BJP secured key seats in Bareilly-Moradabad, Lucknow and both the Teachers’ and Graduates’ constituencies in Meerut. The Samajwadi Party won the Varanasi and Agra-Aligarh Teachers’ constituencies, leaving Congress without a victory.
In Maharashtra, the ruling Mahayuti alliance maintained its advantage. BJP candidate Sudhakar Kohale led sitting Congress MLC Abhijit Wanjari in the Nagpur Division Graduates’ constituency during preferential vote counting. Shiv Sena candidate Kiran Sarnaik also held a clear lead in the Amravati Teachers’ constituency.
