Uttar Pradesh Governor Anandiben Patel has announced the establishment of a three-member judicial inquiry commission to investigate the violent clashes that took place in Sambhal on November 24. The violence, which resulted in the deaths of four people and left several others, including police personnel, injured, occurred during a court-ordered survey of the Shahi Jama Masjid in the Kot Garvi area. The survey was prompted by a petition claiming that a Harihar temple once existed at the site.

In a notification issued on November 28, Governor Patel highlighted the need for a "thorough inquiry to serve the public interest and ensure transparency." The commission has been instructed to complete its investigation within two months from the date of the notification, with any extension requiring government approval.

The judicial inquiry commission will be led by Justice Devendra Kumar Arora, a retired judge of the Allahabad High Court. The other members are Amit Mohan Prasad, a retired IAS officer, and Arvind Kumar Jain, a retired IPS officer. The commission will focus on several key areas, including determining whether the violence was a spontaneous event or part of a well-planned criminal conspiracy. It will also assess the preparedness of local law enforcement and the district administration in handling the situation.

The investigation will delve into the circumstances and reasons behind the outbreak of violence and will make recommendations for measures to prevent similar incidents in the future. The commission’s findings are expected to play a crucial role in maintaining public order and ensuring accountability.

Tensions in Sambhal had been building since November 19, following the court-ordered survey of the Shahi Jama Masjid. The survey was conducted in response to claims that a Harihar temple previously stood on the site. On November 24, a confrontation erupted as protesters gathered near the mosque, leading to clashes with security forces. The violence escalated into stone pelting and arson, resulting in widespread injuries and damage.

The commission will analyse the situation comprehensively, focusing on whether the incident was the result of a premeditated conspiracy, the adequacy of law enforcement's response, and the broader social tensions surrounding the issue. By examining these factors, the commission aims to offer actionable recommendations to prevent future unrest and promote communal harmony in the region.

The final report, due within the stipulated two-month period, is expected to provide critical insights into the handling of such sensitive situations and contribute to ensuring lasting peace in the area.
